wallpapers are oldschool and themes are the cool things now. Maybe get a themest or something to do them.

It's basically the monochrome equivalent of Little Big Planet. You make the "Levels" yourself, and try to create your own fun. Honestly it sounds like a heaping load of rubbish, and I can't imagine that very many people will buy it but...one mans trash is another mans treasure I suppose.
It's already been said, but noone is using wallpapers anymore. Themes are where it's at (Themes is a wallpaper + icons + font *sometimes* for anyone interested). A quick google and you can find tons of them for your PS3.
