Over the next few weeks, some new and exciting changes will take place in the PLAYSTATION®Store. In preparation for this, both PLAYSTATION®Network and PLAYSTATION®Store need to be taken offline for a short while to allow us to carry out the upgrade and maintenance work
It was an upgrade not an update...they were doing background stuff in order to 'over the NEXT FEW WEEKS' add new features.
My poking around indicates that they were enhancing the system for SingStar and regional interoperability.

6. This article is very misleading, Jajah is not a VOIP provider in any traditional sense of the word.
What the web interface does it connect two landline phones over their internal (presumably voip) network.
You enter your phone # and the # you're calling, it calls you and then calls your destination.
It's certainly not actually calling to/from the PS3.
